The Verkhovna Rada registered draft Law № 2653 of 28.03.2013, which, inter alia, to clarify the responsibilities to identify of common borders of land plots. Thus, according to the draft law, the fix way of the common boundaries between land plots determined with the consent of their owners.
Boundary marks could be natural and artificial constructions and frontiers (rivers, streams, canals, forest belts, plants strips, trees, paths, walls, fences, barriers, road construction, concrete or metal pillars, panels, monoliths, stone, buoys, and other installations abroad), which coincide with the boundary of land plot or specially installed on it.
The Verkhovna Rada registered a draft of Law № 2672 of 01.04.2013, which proposes to establish an environmental tax on solid waste disposal. Thus, the tax, which refers for disposal of solid municipal waste will be deducted and paid to the budget by tax agents. To the tax agents belong the business entities that provide the transportation of municipal solid waste in a designated disposal places or objects.
The President has registered in the Verkhovna Rada a draft of the Law № 2698 of 02.04.2013, which proposed to make amendments to some legislative acts, according to which, in particular, the enterprise will not have to submit a logistical base conformity declaration to requirements of the legislation on fire safety in the use of objects that are in procedure established by law are taken into use after completion of construction, reconstruction, restoration or repair.

The Cabinet of Ministers of Ukraine by Resolution № 216 of 16.01.2013 approved the Procedure for deciding on the inclusion of industrial (manufacturing) park in the Register of industrial (manufacturing) parks, which is determined by the adoption mechanism of the decision. In particular, for deciding on the inclusion of the industrial park in the Register, the initiator of the industrial park creation supplies to the State Agency for Investment and National projects the documents under Art. 15 of the Law 'On the industrial parks'.
The Ministry of the Environment and Natural Resources of Ukraine by the order № 91 of 05.03.2013 approved the Regulation on information providing on logging the wood in the forests, which is determined by the order of gathering and submission to the Ministry of Environment: information on forest owners and forest users of logging in the order of the final felling, logging of forming and recovery of forests and other logging-related and not related to forestry management, cartographic information on forests and taxation descriptions of forest plots (served by State Forest Resources Agency of Ukraine in the Ministry of Environment in electronic form)
The Ministry of Health of Ukraine by the order № 166 of 26.02.2013, approved a new list of medicines, approved for use in Ukraine, sold without recipes in pharmacies and their structural divisions.
The Ministry of Justice of Ukraine by the order № 535/5 of 25.03.2013 introduced amendments to Regulation on conditions and procedures for holding tenders (competition) by the definition of specialized organizations for the sale of seized property by public executors, which, inter alia, provides that specialized organizations, that won in this tender (competition), can carry out the implementation of the arrested state property is not executing during a calendar year, as it was before, but until the next definition of such organizations.
The Ministry of Justice of Ukraine by the order № 474/5 of 19.03.2013 approved the Order of execution of administrative penalties in the form of public and correctional works, which, inter alia, provides that on the owner of the enterprise at the place of the offender serving a the public works, in accordance with Art. 3213 of the Code of Administrative Offences, are assigned such responsibilities: coordination with the criminal executive inspection of the list objects on which offenders serving public works and the types of work that can be carried out by them, control over the implementation of certain offenders for their work and timely reporting penitentiary inspection about offender evasion from serving public works, record keeping and reporting of criminal executive inspection on the number of worked hours by the offender.
The Ministry of Agrarian Policy and Food of Ukraine by Order № 115 of 20.02.2013 approved the Procedure of attestation of business entities for the right to production and sale of seeds and planting material, which defines a procedure for certification of individuals and legal entities to carry the right to produce and distribute of seeds and planting material. Thus, the above certification is carried out by certifying commissions.
The Ministry of Finance of Ukraine by letter № 31-08140-3-8/7532 of 31.11.2012 reminded the Order of payment (transfer) of the tax in the budget, which under Art. 168 of the Tax Code of Ukraine № 2755-IV of 02.12.2010, according to which, the tax deducted from the income of residents, shall be credited to the budget according to the norms of the Budget Code of Ukraine.
