The Verkhovna Rada of Ukraine adopted bill No. 3205-2 on the Fund for Partial Credit Guarantee in Agriculture.
"From now on, small and medium farmers will be able to more effectively attract the necessary credit resources for the development of their business activities. Thanks to the bill, farmers who cultivate up to 500 hectares will have guarantees from the state to obtain loans from financial institutions”, Roman Leshchenko stressed.
The Fund will provide guarantees of up to 50% of the outstanding principal amount and guarantees for the term of the loan agreement, but not more than 10 years.
The Cabinet of Ministers of Ukraine has simplified the procedure for receiving assistance in connection with pregnancy and childbirth through the Diia portal.
The government has decided to simplify the procedure for receiving maternity benefits for women not insured in the system of compulsory state social insurance.
The amendments to the Procedure for Assigning and Paying State Assistance to Families with Children will increase the availability of services for unemployed women, students, women registered at the employment center, women dismissed due to the liquidation of the enterprise, etc.
Information on maternity leave information in the Electronic Health Care Register will now be used instead of a paper certificate to provide pregnancy and childbirth benefits.
In the absence of a technical possibility to use the Diia portal, it remains possible to assign assistance on the basis of the relevant certificate in paper form.
The final transition to the appointment of aid without the provision of a certificate in paper form will take place after the introduction of electronic interaction of the Diia portal with the Register of medical opinions in the electronic health care system.
The Verkhovna Rada of Ukraine has supported the introduction of criminal liability for forgery of COVID-certificates. The draft Law “On Amendments to the Criminal Code of Ukraine to Establish Responsibility for Forgery of Documents Relating to Preventive Vaccinations” was adopted as a basis.
The bill proposes to supplement the Criminal Code with Article 321, which provides:
“1. Establishment of liability for the use by a person of knowingly forged documents confirming the implementation of preventive vaccinations against particularly dangerous infectious diseases in the form of a fine of 17 thousand to 34 thousand UAH or imprisonment for up to two years.
2. Establishment of liability for entering by a medical worker knowingly false information into medical documentation on preventive vaccinations against especially dangerous infectious diseases in the form of a fine from 34 thousand to 68 thousand UAH or imprisonment for up to two years with deprivation of the right to hold certain positions or preform certain activities for a period of one to three years.
3. Establishment of liability for the production for sale, sale of forged documents confirming preventive vaccinations against particularly dangerous infectious diseases in the form of a fine of 85 thousand to 170 thousand UAH or imprisonment for up to three years”.

The Verkhovna Rada of Ukraine has adopted the Law “On Amendments to Article 9 of the Law of Ukraine “On Medicinal Products” concerning the state registration of medicinal products under obligations”.
The law provides for the possibility of emergency medical use of certain drugs, vaccines or other medical immunobiological drugs intended for the treatment and/or specific prevention of coronavirus disease (COVID-19), in the procedure of state registration under the obligation if the applicant can prove that it does not have the capacity to provide complete data on the efficacy and safety of a medicinal product, vaccine or other medical immunobiological drug under normal conditions of use for objective reasons.
The law defines the countries whose authorization by the competent authority for the emergency use of a vaccine or other medical immunobiological drug for the treatment and/or specific prevention of coronavirus disease (COVID-19) gives the right to apply to them the procedure of state registration under the obligation for emergency medical use in Ukraine.
The document also allows a domestic manufacturer to apply the procedure of state registration under the obligation for emergency medical use, subject to compliance with the requirements established by Article 9 of the Law of Ukraine “On Medicinal Products”.
The law enters into force on the day following the day of its publication.

The Ministry of Economy of Ukraine by order approved changes to the national classifier of professions DK 003:2010.
The normative act takes into account systemic changes in the field of education caused by the adoption of a number of laws of Ukraine, including “On Education”, “On Higher Education”, “On Professional Higher Education”, “On Complete General Secondary Education”, as well as the development and needs of the educational labor market.
The principal innovations are the inclusion of educational qualifications at the first (bachelor’s) level of higher education in the section “Professionals” and the final equating in the labor market of the educational and qualification level of junior specialist and junior bachelor.
The changes abolish obsolete, as well as approve new names of qualification groups and professional job titles that are not reflected in the nomenclature of positions in the educational labor market, as well as make changes to the description of sections of the classification of professions.
Based on the results of monitoring the demand on the labor market, the Ministry of Education and Science together with the Ministry of Economy of Ukraine will consider the possibility of making further changes regarding the positioning of employees with a bachelor’s degree in the relevant section of the classification of professions.
In addition, many changes have been made to the list of medical professions, druggists have been renamed pharmacists, and a number of professional job titles for the IT field have been added. The full list of changes to the National Classification of Occupations can be found at the link.
The Cabinet of Ministers of Ukraine by Resolution of No. 1117 of October 28, 2021 amended the Regulations on the State Labor Service of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 96 of February 11, 2015.
The Government added to the tasks of the State Labor Service the implementation of state mining supervision on the following issues (supplemented subitem 17 item 4 of the Regulation):
- completeness of the study of mineral deposits, mining, engineering, geological, hydrogeological and other conditions of their development, construction and operation of underground structures, disposal of harmful substances and industrial waste;
- compliance with subsoil protection requirements during the establishment of conditions for mineral resources and operation of mineral deposits;
- completeness of extraction of estimated mineral reserves and available components;
- compliance with the established procedure for accounting for mineral reserves, validity and timeliness of their write-off.
The State Labor Service will, in cases provided by law, register declarations of compliance of the material and technical base with the requirements of the legislation on labor protection (supplemented by subitem 31, item 4 of the Regulation).
The State Labor Service is also instructed to participate in:
- certification of specialists who have the right to conduct technical inspection and/or expert inspection of high-risk machines, mechanisms and equipment;
- work of the commission on writing off of objects of state property.
To do this, added subitem 34 item 4 of the Regulation.
In addition, now the State Labor Service has the right to send employers submissions on the incompatibility of certain officials to the position, to submit materials to the relevant authorities to bring such persons to justice (item 6 of the Regulation is supplemented by subitem 14).
The Cabinet of Ministers of Ukraine has approved an updated procedure for preliminary approval of pricing in controlled transactions. The decision of the Cabinet of Ministers approved a new version of the Procedure for Preliminary Approval of Pricing in Controlled Transactions, as a result of which agreements of unilateral, bilateral and multilateral nature are concluded for the purposes of transfer pricing.
The adopted resolution provides:
- the only form of application for prior approval of pricing;
- submission of an application with attachments by a large taxpayer to the State Tax Service by electronic means during both the preparatory review and during the pricing agreement procedure in controlled transactions, as well as in case of extension of the preliminary agreement on pricing.
The proposed changes are aimed at speeding up and simplifying the administration of processes at all stages of the procedure of pre-negotiation of pricing in controlled transactions, including through their digital development, in particular during correspondence between the State Tax Service and a large taxpayer.
