The President of Ukraine signed Law No. 3994 "On Amendments to Certain Laws of Ukraine on Improving the Functions of the National Bank of Ukraine on State Regulation of Financial Services Markets". The law defines the response mechanisms of payment service providers in the event of receiving a request from the National Police regarding signs of a criminal offense in the payment transactions carried out.
This, in particular, is created to combat improper card users, so-called droppers, who provide their cards to criminals to transfer stolen funds.
The approaches to which payment services provided by mobile operators are considered limited payment have also been changed. The changes take into account the positions reached as a result of revisions and agreed by the committee, mobile operators and the regulator of payment systems – the National Bank.
According to the draft law, the united credit unions are given the right to attract loans from foreign donors in foreign currency, which will allow them to open an additional resource for financing small and micro-businesses.
The Cabinet of Ministers of Ukraine by Resolution No. 1260 of November 1, 2024 made changes to the Procedure for determining and applying limit values of electric power consumption. Power outage schedules will not be applied to facilities of the security and defense forces and mobile operators.
The list of critically important objects, which should be provided with priority power supply in accordance with the established minimum load, includes:
- objects of the security forces and the defense forces according to the lists determined by such bodies or central bodies of the executive power, which carry out the management of military formations formed in accordance with the laws of Ukraine;
- technical means of electronic communications and/or construction of electronic communications networks according to the lists determined by the National Center for Operational and Technical Management of Telecommunications Networks.
According to the Resolution, hourly shutdown schedules will not apply to critically important facilities until June 1, 2025.
In addition, the list of priority power supply includes, as before:
- critical infrastructure objects, included in the Register of critical infrastructure objects, with a connected capacity of at least 100 kW;
- settlements that are located in a 20-kilometer zone along the state border with the Republic of Belarus, the Russian Federation, and/or settlements that are located in a 20-kilometer zone along the territories of active hostilities.
The Cabinet of Ministers of Ukraine approved a new program of preferential lending for the defense-industrial complex. Enterprises that the Ministry of Strategic Industries recognizes as critically important will be able to get a loan of up to UAH 500 million for up to 5 years at 5% per annum. The funds can be spent either on replenishment of working capital or on the implementation of investment projects.
The state expects that next year the volume of weapons production will significantly exceed this year's figures. Currently, more than 500 defense enterprises are working and producing various weapons: ammunition, drones, guns, armored vehicles.
The Ministry of Economy of Ukraine has prepared a list of goods whose export and import are subject to licensing and quotas for 2025. The draft resolution of the CMU was published on the website of the Ministry of Economy.
The document, in particular, proposes to introduce:
- licensing and quotas for the export of salt suitable for human consumption, liquid fuel (fuel oil), gold, silver, scrap precious metals, in accordance with Annexes 1 to the draft resolution;
- licensing of export, import of controlled substances (ozone-depleting substances and fluorinated greenhouse gases), goods and equipment that may contain controlled substances (ozone-depleting substances and fluorinated greenhouse gases), in accordance with Annexes 2 and 3 to the draft resolution;
- licensing of the export of wheat and a mixture of wheat and rye (meslin), barley, oats, corn, soybeans, rapeseed or rapeseed, sunflower seeds, soybean oil and its fractions, sunflower, safflower or cottonseed oil and their fractions, rapeseed or mustard oil , and their factions, in accordance with Annex 4 to the draft resolution;
- licensing and quotas for exports from Ukraine to EU member states of sugar, poultry meat (chickens, ducks, geese, guinea fowls) and turkey meat, in accordance with Annex 5 to the draft resolution.
The Cabinet of Ministers of Ukraine introduced a mechanism for temporary state registration of vehicles that servicemen receive as humanitarian aid and use to protect the state. From now on, military personnel can register such transport in their name and use it legally until the end of martial law and three months after its cancellation or termination. The relevant resolution, the draft of which was developed by the Ministry of Social Policy of Ukraine, was adopted by the Cabinet of Ministers on October 29, 2024.
The adopted decision is important for solving a number of problematic issues faced by servicemen when receiving such cars. First of all, the transparency of ownership of the vehicle is ensured, the procedure for traveling abroad and the transfer of such a car to their comrades is regulated. Simplification and transparency of the procedure respectively increase the efficiency of distribution of humanitarian aid.
Military personnel who received vehicles as humanitarian aid from the beginning of December 2023 and until the entry into force of the resolution can register them at service centers within the next three months (from the moment of adoption of this resolution) on the basis of the above-mentioned documents (the act of acceptance and transfer can be arbitrary forms). The procedure for registration of vehicles given to military personnel as humanitarian aid will be established additionally by December 2023.
In order to simplify the further re-registration of a vehicle recognized as humanitarian aid to other servicemen, in the act of acceptance and transfer, in accordance with the resolution, up to 5 servicemen who have the right to drive this vehicle and re-register it to themselves can be specified. Therefore, information about them is entered in the registration card in the "Special notes" column.
After completing the registration process, the serviceman informs the military unit, body, unit in which they are serving that they have received and registered a vehicle recognized as humanitarian aid.
The Cabinet of Ministers of Ukraine approved the draft law "On Waste Management of the Extractive Industry". This is a European integration document that will allow Ukraine to implement the provisions of the European Directive 2006/21/EU and solve existing problems with waste from the extractive industry.
After all, the largest share of all waste in Ukraine is the waste of the extractive industry – according to expert estimates, it is about 70%. Such waste is generated in the process of extraction, beneficiation and processing of minerals. The most common way of handling them is to place them in landfills, sludge storage facilities, tailings storage facilities, landfills, and other storage facilities. This method of storage takes up large areas and is a source of air, soil and groundwater pollution.
Even before the full-scale invasion of the Russian Federation, the volume of such waste generation in Ukraine was the highest among European countries. In addition, a significant part of them has been left to us as a legacy from Soviet times. Thus, before the war, Ukrainian landfills contained about 13-14 billion tons of waste from the mining industry.
In order to impove the situation and continue to confidently move towards the European Union, it is important for Ukraine to bring the national legal framework into compliance with EU legislation. The draft Law "On Waste Management of the Extractive Industry" is aimed at fulfilling these tasks.
The draft law:
- brings the national terminology in line with the European one, forms new approaches to the classification of objects for extractive industry waste;
- defines responsibilities of all market participants;
- regulates the activities of enterprises during the management of such waste and during the operation of the relevant facilities, closure and implementation of post-operational measures;
- settles the issue of man-made deposits, as well as the management of abandoned objects;
- formulates the requirements for obtaining permits in the field of waste management of the extractive industry, as well as for state supervision (control);
- determines the requirements for the financial support of the operator for the operation of waste management facilities of the extractive industry;
- provides liability for violation of legislative requirements;
- introduces the system of management and control of risks and potential dangerous situations, which will prevent significant accidents and deterioration of water resources, air and soil pollution.
Currently, Ukraine is also transforming its own waste management system and consistently and purposefully implementing European standards and norms.
Ministry of Digital Transformation of Ukraine expands opportunities for business in Diia. 5 new services for entrepreneurs are being tested in Diia. Payment of taxes, avoiding overpayments, quick hiring of employees or registration of a cash register without going to the tax office. A beta test of new services in the e-Entrepreneur service has been launched, which will allow to start or scale a business.
Services can be obtained on the Diia portal in 20 minutes. Previously, in order to start a business, it was necessary to visit state institutions and collect permits, and the whole process lasted about one and a half months.
The following will be available:
- single account for tax payments: individual entprepreneurs can pay taxes without fear of entering incorrect details and avoiding overpayments.
- notification of hiring employees: draw up an employment contract and hire a person without leaving your home or office? Yes! It is only necessary to fill out the application and certify it with the QES.
- registration of cash register and POS: previously, an entrepreneur had to visit the tax office to register a cash register. Now a few taps in Diia - and everything is ready!
- opening a bank account: individual entprepreneurs can open accounts in partner banks directly through Diia.
- submission of form 20-ОПП: individual entprepreneurs can submit notifications about objects of taxation in electronic form, without visiting the tax inspectorate.
