The President of Ukraine signed Law No. 4412 “On the Organization of Labor Relations under Martial Law.” Its purpose is to resolve issues related to the suspension of labor contracts faced by employees and employers due to martial law.
The law aims to address legal gaps and defines:
- at the initiative of one of the parties, the maximum period for suspension of the employment contract is no more than 90 calendar days during martial law;
- by agreement of the parties, the period of suspension of the employment contract may be extended for a period of more than 90 calendar days, but not longer than until the day of termination or cancellation of martial law;
- obligation of the parties to the employment contract to constantly (including during the suspension of the employment contract) ensure the possibility of communication and immediately (within a period of no more than 10 calendar days) inform the other party about changes in their contact details (postal address, e-mail address (if available), telephone numbers);
- grounds for termination and renewal of a suspended employment contract;
- procedure for communicating with employees, the employer, and the employer - individual who is not an entrepreneur;
- period of 14 calendar days for the employer to notify the employee of the need to start work;
- right of the parties to a suspended employment contract to terminate such an employment contract on grounds specified by law.
In addition, it is established that an employee whose workplace is located in the territories of active hostilities and who is absent from work is not subject to dismissal on the basis of paragraph 4 of part one of Article 40 of the Labor Code of Ukraine, i.e. for "absenteeism."
This Law will enter into force on the day following the date of its publication. It is stipulated that within 60 calendar days from the date of entry into force of this Law, employers are obliged to update information about their location and information about means of communication for contacting them if they place outdated information in the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations.
The Cabinet of Ministers of Ukraine has approved a resolution that paves the way for the use of digital wallets with electronic identification (eID) in Ukraine. This is the next stage in integration into a single digital space with the EU.
A digital wallet is an application in which you can store documents, ID data, and electronic signatures and use them online - simply, conveniently, and securely.
Confirming your identity, receiving government services, opening accounts, registering a SIM card, or using an electronic prescription are services that will be available both in Ukraine and abroad.
The adopted resolution defines the requirements for such wallets - both Ukrainian and European - and establishes the rules for their operation in accordance with eIDAS 2.0 standards. That is, in compliance with the requirements of security, data protection, and mutual recognition of electronic identification between countries.
This is the second step in implementing a digital wallet based on the European model. Testing, technical integration, and launch are ahead.
The Cabinet of Ministers of Ukraine has approved a draft law that provides for a significant increase in liability for violations of environmental legislation in the field of protection and rational use of water resources. In particular, it concerns an increase in fines provided for by the Code of Ukraine on Administrative Offenses.
According to the new rules, fines for citizens will increase to 100-200 tax-free minimum incomes (currently 3-7), and for officials - to 200-300 (currently 5-8).
The draft law was developed in response to the recommendations of the Verkhovna Rada Committee on Environmental Policy and Nature Management. In particular, it concerns Decision No. 203/3 of May 10, 2024, adopted following the results of the Committee's field meeting in the Lviv region. At that time, the deputies considered the problems of pollution of the transboundary Western Bug River, one of the tributaries of the Vistula.
In addition, the document complies with the Action Plan for Comprehensively Solving the Problems of the Ros River Basin for 2024-2030, approved by the Cabinet of Ministers' Resolution No. 648 of July 12, 2024.
The Ministry of Finance of Ukraine announced the publication of a draft order of the Ministry of Finance of Ukraine "On Amendments to the National Accounting Standard 12 "Financial Investments".
This document is intended to ensure that the norms of the National Accounting Standard 12 "Financial Investments", approved by Order of the Ministry of Finance of Ukraine No. 91 of April 26, 2000, registered with the Ministry of Justice of Ukraine on May 17, 2000 under No. 284/4505, are brought into line with the requirements of national legislation and International Accounting Standard 36 "Impairment of Assets" and the International Financial Reporting Standard for Small and Medium-sized Enterprises in terms of reflecting in the accounting of business transactions related to the impairment of financial investments accounted for using the equity method.
The draft order has been published on the website of the Ministry of Finance of Ukraine.
The Cabinet of Ministers of Ukraine has approved the procedure for providing compensation for consumed housing and communal services and energy in the event of free temporary accommodation of internally displaced persons by legal entities and individual entrepreneurs.
From now on, the list of institutions and organizations that will be able to receive compensation is expanding, which will be paid directly to these institutions where IDPs live, and not to the authorities on whose balance sheet the institutions are located. These can be legal entities of any form of ownership, as well as individual entrepreneurs, in particular, institutions, enterprises, organizations, charitable foundations. To do this, you need to submit an electronic application to the Pension Fund. Due to the digitalization of the process, payments will be made automatically every month. An application for compensation for the accommodation of IDPs can be submitted as early as July 2025, while the debt will be repaid starting from May of this year.
The institution must submit a list of internally displaced persons living there. Compensation will be provided in accordance with social norms and standards: this is 13.65 m² per person plus 35 m² per family. At the same time, IDPs must be registered at the place where they live free of charge.
The Ministry of Health of Ukraine has launched an updated version of the State Register of Medicines. The updated version of the register includes information on almost 16,500 medicines, which were analyzed and cleaned before migration.
The register, among other things, contains information on medicines, pharmaceutical ingredients, and also allows data exchange with other systems. It is one of the key tools used in the work of responsible bodies, such as the Ministry of Health, the State Expert Center, the State Medical Service , etc., and is also available to citizens. It plays an important role in ensuring safety and quality control in the sphere of circulation of medicines in Ukraine.
Updating the registry will help bring it into line with EU requirements for healthcare information systems and prepare the groundwork for the mutual international recognition of electronic prescriptions.
The Ministry of Health implemented the creation of new registry functionality and data migration with the support of the United Nations Development Programme (UNDP) in Ukraine within the framework of "Enhancing Crisis Management and Emergency Response Capacities at All Levels of Government Authorities of Ukraine" project and "Support Action Project", funded by the governments of Germany and Sweden.
Analysis and cleaning of registry data with their subsequent migration to the new version was necessary due to significant technological differences between the two systems.
Previously, UNDP, with the support of partners, helped the Ministry of Health implement two more information systems related to medical devices. Updating the registers will allow to increase the efficiency of management of the circulation of medicines and medical devices in Ukraine.
