Verkhovna Rada of Ukraine by the Law № 221-VII of 18.04.2013 has made changes to some legislative acts of Ukraine concerning to national legislation harmonization with the standards of the Criminal Law Convention on Corruption.
Verkhovna Rada of Ukraine adopted in the first reading the draft amendments to the Tax Code under № 2847 of 17.04.2013. This document provides that before 1 January 2014 the VAT amounts, which formed on 01.01.2013, could be recompensed by the financial treasury bills issuing
The Cabinet of Ministers of Ukraine by the resolution № 333 of 13.05.2013 approved the Procedure for the purchase, transportation, storage, dispensing, use and destruction of narcotic drugs, psychotropic substances and precursors in health care institutions, which defines a mechanism for implementation by the health care institutions, regardless of their subordination and forms of activity, related with the manufacture, storage, transport, purchase, sale (dispensing), import into the territory of Ukraine and the export from it, transit through the territory of Ukraine, use, destruction of narcotic drugs, psychotropic substances, listed in tables II and III of narcotic drugs, psychotropic substances and precursors schedule, listed in table IV of schedule, duly registered as medicinal products, and also medical institutions activities features in the implementation of these activities.
The Ministry of Revenues and Duties by the letter № 2850/7/99-99-15-04-01-17 of 30.04.2013 reported, that the fee payers for special forest resources use must file a tax declaration on this fee for the I quarter of 2013 in forms, approved by order of the State Tax Administration of Ukraine № 1019 of 24.12.2010, registered in the Ministry of Justice of Ukraine under № 45/18763 of 13.01.2011. And since the II quarter of 2013 - according to the forms, approved by the Ministry of Finance of Ukraine № 1404 of 21.12.12, registered in the Ministry of Justice of Ukraine under the № 172/22704 of 22.01.2013.
The Ministry of Revenues and Duties by the letter № 812/7/99-99-19-03-01-06 of 10.04.2013 obliged subordinate by Ministry authorities make organizational arrangements to harmonize the previously assigned non-profit signs with this order provisions by certain categories of non-profit institutions and organizations, namely:
- to employers' organizations and their associations, established in the order determined by law (subpar. “ж” of par. 157.1 of Art. 157 p. of section III of the Tax Code of Ukraine (hereinafter - TCU);
- to gardening and garage cooperatives or associations, established in the order determined by law (subpar. “з” of par. 157.1 of Art. 157 of section III of TCU);
- to the National Academy of Sciences of Ukraine and by it established institutions and organizations, that maintained at the appropriate budgets expense (subpar. “a” of par. 157.1 of Art. 157 of section III of TCU).
The National Bank of Ukraine by the letter № 29-216/5163 of 14.05.2013, clarified the issue concerning the Board of National Bank of Ukraine decision № 109 on 27 March 2013 “On introducing amendments to certain regulatory legal acts of the National Bank of Ukraine, which regulate the individual licenses issuance procedure for currency transactions”. This Resolution amended a number of regulatory acts regarding the provisions severance of the National Bank, which include the need to inform by NBU the special authorities against organized crime on by residents received petitions, concerning to individual licenses issuance for currency transactions and conclusions records of these authorities by National Bank decision making on the individual licenses issuance for currency transactions.
The National Electricity Regulatory Commission of Ukraine (hereinafter - NERC) by regulation № 369 of 03.04.2013 approved the Procedure for the tariffs settlement and revision on the transportation, distribution, supply of gas, disposition, storage and gas drawing. This procedure is used by NERC in setting or revision of tariffs on: the transportation of natural, oil-well gas and coal deposits natural gas (methane) by trunk pipelines; natural gas and coal deposits gas (methane) supply oh regulated tariff; natural gas, coal deposits gas (methane) disposition, store and drawing.
The Auditor's Chamber of Ukraine by the decision № 268/8 of 25.04.2013 made changes to the Regulation on external inspections of auditing services quality control system, in particular, has excluded the norm, which provided that, based on the Report on the results of the external quality control system audit and objections to it (in the case of their receipt to the Auditor's Chamber from the audit activities subject) the Quality Control Committee of auditing services no later than 21 calendar days from the inspection finish date must write an inspection results report.
Pension Fund by letter № 10200/05-10 of 19.04.2013 clarified some issues of report submission on the amounts charged of single fee for obligatory state social insurance, approved by the Board of the Pension Fund of Ukraine resolution № 22-2(as amended) of 8 October 2010 registered in the Ministry of Justice of Ukraine on 1 November 2010 under № 1014/18309.
