The Cabinet of Ministers of Ukraine, together with the Ministry of Social Policy, the Pension Fund of Ukraine (PFU), with the support of public organizations, implemented a number of important changes to simplify receiving pensions and passing physical identification.
This applies to citizens who left the temporarily occupied territories (TOT) and live in the territory controlled by Ukraine, Ukrainians who live directly in the TOT, and those who are temporarily abroad. These steps are a response to the challenges of martial law and are aimed at ensuring uninterrupted payments.
One of the key changes is the expansion of pension options for citizens who have left the temporarily occupied territories and live in the territory controlled by Ukraine or who remain in the TOT. From now on, they can receive their pension at any authorized bank, not just Oschadbank. This applies to all pension recipients, regardless of the date of their relocation or the presence of an IDP certificate.
One can receive their pension at any authorized bank in Ukraine or at a Ukrposhta branch/with home delivery. You can change your bank in one of the following ways: in person at the PFU, online via the PFU web portal, or by submitting an application to a new bank.
For pensioners who live on the TOT or are temporarily abroad, there are additional conditions:
- annually undergo physical identification (the procedure for establishing the identity of the pension recipient) by December 31;
- carry out expenditure transactions using the pension account bank card at least once every six months.
The Cabinet of Ministers of Ukraine adopted Resolution No. 584 of May 21, 2025, “Some Issues of State Registration of Genetically Modified Organisms.” The document was prepared by the Ministry of Agrarian Policy and Food of Ukraine.
The Resolution was adopted to ensure the implementation of the provisions of the Law of Ukraine "On State Regulation of Genetic Engineering Activities and State Control over the Placing on the Market of Genetically Modified Organisms and Products" and to harmonize Ukrainian legislation with the legislation of the European Union.
The Resolution approves:
- procedure for state registration (re-registration) of genetically modified organisms;
- procedure for suspending state registration of genetically modified organisms;
- procedure for considering objections to an application for state registration of genetically modified organisms;
- application form for state registration of genetically modified organisms;
- application form about state registration of genetically modified organisms;
- requirements for an application for state registration of genetically modified organisms.
The implementation of the resolution will help:
- ensure the implementation of the provisions of the Law;
- implement the procedure for state registration (re-registration) of GMOs, suspension of state registration of GMOs;
- harmonize Ukrainian legislation with EU legislation.
The resolution will enter into force together with the Law of Ukraine "On State Regulation of Genetic Engineering Activities and State Control over the Placing on the Market of Genetically Modified Organisms and Products" on September 16, 2026.
The Cabinet of Ministers of Ukraine approved a draft law that proposes to improve the social protection of conscripts and their families.
The law will apply to:
- servicemen of basic military service (new category);
- conscripts who remain in service - in captivity, undergoing treatment, missing, in disciplinary units or guardhouses;
- family members of such military personnel;
- families of the deceased/fallen.
The new draft extends the basic protection package to the following categories:
- right to vacation;
- pension provision;
- unemployment benefits;
- state insurance.
This regulatory legal act provides for post-captivity leave for released servicemen. It will be granted even if there is no martial law.
A six-day work week with one day off will also be introduced for:
- cadets of higher military educational institutions;
- students of military training units;
- students of professional pre-university military education.
The Ministry of Finance of Ukraine, by Order No. 231 of May 5, 2025, amended the Instructions on the procedure for calculating and paying a single contribution for mandatory state social insurance.
Let us remind you that in accordance with Part 13 of Article 8 of the Law on Social Insurance, a single contribution to mandatory state social insurance for enterprises, institutions and organizations, individual entrepreneurs, including those who have chosen a simplified taxation system, in which persons with disabilities work, is set at 8.41% of the SSC calculation base for working persons with disabilities.
According to the norms of the current Instruction, confirmation of the establishment of a disability for an employee is a certified copy of the certificate to the examination report by the medical and social expert commission on the establishment of a disability group.
Due to legislative changes, there was a need to make editorial changes to the Instructions, namely, paragraphs seven and eight of point 5, item 2, section III of the Instructions are set out in a new wording, namely:
"Confirmation of the establishment of a disability for an employee is a duly certified (1) extract from the decision of the expert team for the assessment of a person's daily functioning on the establishment of disability, obtained in accordance with Resolution of the Cabinet of Ministers of Ukraine No. 1338 of November 15, 2024 "Some issues of the introduction of the assessment of a person's daily functioning", or (2) a copy of the certificate to the act of examination by the medical and social expert commission on the establishment of a disability group, issued before January 1, 2025.
The accrual of the single social contribution in the amounts specified in paragraphs 3–5 of this item is carried out by the employer from the date of receipt of documents from the employee regarding the establishment of disability and is carried out within the period established by the Resolution of the Cabinet of Ministers of Ukraine dated 15.11.2024 No. 1338 “Some issues of introducing the assessment of a person’s daily functioning”.
The State Statistics Service of Ukraine, by Order No. 75 of May 19, 2025, approved a new form of state statistical observation - No. 1-prices (imports) (monthly) "Report on import prices."
The report is submitted to the territorial body of the State Statistics Service by legal entities that carried out operations on the import of goods.
Submission deadline: no later than the 10th day of the month following the reporting period.
The new form will be implemented starting with the report for January 2026. That is, the first submission should be made no later than February 10, 2026.
