October 20 – 24, 2025. Chart of accounts has been updated due to war

The Cabinet of Ministers of Ukraine has approved amendments to the Procedure for State Registration of Medicines. This decision is aimed at ensuring the rapid availability of generic medicines on the pharmaceutical market and expanding the possibilities for purchasing new medicines, in particular, using state budget funds.

The changes provide for the application of a simplified procedure for state registration of medicines for centralized procurement using state budget funds. These include medicines that:

  • have already been inspected by the competent authority of the United Kingdom;
  • have been included in the database of medicines that can be purchased under the US President's Emergency Plan to Assist in the Fight against HIV/AIDS ( The United States President's Emergency Plan for AIDS Relief );
  • have preliminary approval ( Tentative Approval ) of the US regulator;
  • have been included in the lists of medicines or vaccines prequalified by the World Health Organization.

This means that drugs whose effectiveness and safety have been confirmed by international regulators will be able to reach Ukrainian pharmacies and hospitals more quickly.

The adopted changes implement the provisions of the law adopted in February 2025, which concerns the features of the state registration of medicinal products that can be purchased by a person authorized to make procurements in the healthcare sector, and the regulation of certain issues related to the sale of medicinal products.

The Cabinet of Ministers of Ukraine has approved amendments to Resolution of the Cabinet of Ministers of Ukraine No. 800, which regulates the advanced training of pedagogical and scientific-pedagogical workers. From now on, advanced training becomes more transparent and convenient.

This decision is the first step towards implementing the “Money Follows the Teacher” policy. The next steps are approval of the resolution on the pilot project and presentation of the platform.

Among the main changes are the following:

  • single digital platform will appear for advanced training subjects and teaching staff;
  • all subjects of advanced training will contribute to the unified state platform for professional development:
    • information about your study programs;
    • data on issued certificates;
    • information about licenses and accreditations.

The subjects of advanced training are also clearly defined:

  • educational institutions (their structural divisions);
  • scientific institutions;
  • legal entities;

Individual entrepreneurs conducting educational activities for advanced training.

Supervision is now officially recognized as a form of professional development. Up to 30 hours per year of work with a supervisor can be counted as professional development.

Subjects of advanced training will have more freedom in choosing training formats. They will be able to conduct training in their institutions or offices, at teachers' workplaces, or online - depending on the terms of the program.

The Ministry of Finance of Ukraine has published a draft order proposing to make changes to:

  • Instructions on the application of the Chart of accounts,
  • National Accounting Standard 7 "Fixed Assets",
  • Regulations on the inventory of assets and liabilities.

The changes concern the reflection in accounting and financial reporting of losses from damage and losses caused as a result of the armed aggression of the Russian Federation, as well as the accounting for transactions related to leases, fixed assets, and intangible assets.

Chart of accounts

To record and summarize information about assets that have been damaged, destroyed, stolen, or lost control as a result of the armed aggression of the Russian Federation, enterprises will be able to independently enter new third-order accounts into sub-accounts (second-order accounts) of synthetic accounts (first-order accounts) of the relevant assets, accrued depreciation (amortization) on such assets, and settlements for damages and losses incurred, before making a decision to write off such an asset in accordance with the procedure established by law.

In addition, off-balance sheet account 07 "Written-off assets" will receive a new sub-account 073 "Uncompensated losses from damage and losses caused as a result of the armed aggression of the Russian Federation."

Subaccount 073 will display information on the amounts of losses caused as a result of the armed aggression of the Russian Federation, the assessment of which was carried out (the amount was determined) in accordance with the procedure established by law for the purposes of further compensation.

The reduction of the amount of losses on subaccount 073 will be carried out after receiving a decision on the reimbursement of funds with the simultaneous reflection of receivables and income in the amount due for reimbursement.

National Accounting Standard 7 "Fixed Assets"

The changes provide that the notes to the financial statements will need to indicate the original (revalued) cost of fixed assets for which the useful life and liquidation value have been revised for the purpose of their further use (operation).

Regulations on the inventory of assets and liabilities

The document will be supplemented with clarifications regarding the inventory of operating lease objects - mostly cosmetic, to harmonize terminology.

The Verkhovna Rada of Ukraine supported as a basis the draft law on updating (recodification) of Book One of the Civil Code of Ukraine (Registration No. 14056).

This document is an important stage in the reform of private law. It is aimed at bringing the Civil Code into line with modern social and economic realities, in particular digitalization and the development of market relations.

The draft law clarifies the general principles of civil law, the status of individuals and legal entities, introduces the concept of digital things - such as digital assets, accounts or domain names. It also updates the provisions on contracts, transactions, representation and statute of limitations.

This is a step towards creating modern, understandable and fair civil legislation that protects the rights of people, businesses and the state in the 21st century.

In the draft law No. 14056 refers to the new edition of the first book of the Civil Code "General Provisions", which is the result of the recodification of the general part of civil legislation. The main provisions of the draft law cover the following key areas:

  • general principles and sources of private law,
  • subjects of private relations,
  • objects of private relations,
  • contracts and other transactions,
  • representation,
  • as well as deadlines and statute of limitations.

The objectives of the draft law are:

  • update of the principles of private law – consolidating an expanded and open list of basic principles of civil law, such as legal equality and non-discrimination, private autonomy, freedom of contract, prohibition of abuse of law, good faith, fairness, reasonableness, etc., which correspond to modern European doctrine and practice;
  • improvement of the legal status of private law entities - streamlining the classification of legal entities by clearly distinguishing between private and public law legal entities, defining an exhaustive range of organizational and legal forms (companies, institutions), regulating the specifics of the participation of the state, the Autonomous Republic of Crimea, and territorial communities in private relations on the basis of equality;
  • modernization of provisions on transactions and contracts – clarification of the conceptual apparatus (the relationship between “transaction” and “contract”), introduction of modern rules for interpreting contracts and assessing their terms (including the application of the contra principle proferentem – interpretation of unclear terms against the author), revision of approaches to the invalidity of transactions, as well as expansion of the parties' options to establish the terms of contracts (suspensory and cancellation conditions, price changes, etc.) in accordance with their autonomy of will;
  • improvement of the institution of representation – expansion and clarification of provisions on representation, in particular the introduction of effective guarantees of the rights of third parties in relations with the representative;
  • revision of the rules on time limits and statute of limitations – clarification of the procedure for calculating time limits in civil relations, improvement of the list of circumstances that cause the suspension or interruption of the statute of limitations, expansion of the catalog of special statute of limitations for individual claims, as well as ensuring a balance between the rights of the creditor and the debtor by preventing abuse of the statute of limitations;
  • harmonization with European legal orders – implementation of provisions that correspond to modern trends in the development of private law in EU countries, elimination of rudimentary norms inherited from Soviet law, and bringing terminology into line with international standards, which will facilitate the further integration of Ukraine into the global and European legal space.

The Cabinet of Ministers of Ukraine approved the Procedure for creating and maintaining a Register of website addresses of licensees selling excisable goods through e-commerce.

The introduction of the Register aims to create a transparent mechanism for controlling online sales of excisable products: beer (except non-alcoholic), alcoholic and low-alcohol beverages, tobacco products, electronic cigarettes, liquids used in electronic cigarettes, and devices for consuming tobacco products without burning them.

This solution will allow:

  • to protect consumers from illegal and counterfeit products;
  • to create equal and transparent business conditions for legal licensees;
  • to strengthen state control in the field of electronic trade in excisable goods.

The register will become the only state open database with a list of websites of legal online sellers of excisable goods. It will contain information about business entities that have received the appropriate license, the website address, the date of issue and the validity period of the license.

The procedure stipulates that the State Tax Service will ensure the functioning of the Register, in particular, entering information about website addresses, updating such information, which will be provided by licensees in electronic form through the Electronic Payer's Account.

Information from the Register will be available to citizens on the official portal of the State Tax Service of Ukraine.

For Ukrainians, the Register will become a kind of security guarantee: everyone will be able to check whether an online store is a legal seller of alcohol or tobacco products, and thus protect themselves from purchasing counterfeit products.

For businesses, this is a step towards fair competition. Legal licensees will be able to operate on equal terms in accordance with the law, and the transparency of the Register will help increase consumer confidence in online trading.

The draft regulatory act was developed in accordance with part ten of Article 71 of Law of Ukraine No. 3817-IХ of June 18, 2024 "On State Regulation of the Production and Circulation of Ethyl Alcohol, Alcohol Distillates, Bioethanol, Alcoholic Beverages, Tobacco Products, Tobacco Raw Materials, Liquids Used in Electronic Cigarettes, and Fuel."

The State Tax Service of Ukraine, by Order No. 1014 dated October 17, 2025, approved the Register of Large Taxpayers for 2026, assigning it to interregional departments of the State Tax Service for work with large taxpayers.

The heads of the main departments of the State Tax Service in the regions, the city of Kyiv, and interregional departments of the State Tax Service for work with large taxpayers are instructed to ensure the deregistration/registration of taxpayers in the relevant territorial bodies of the State Tax Service and to inform taxpayers about the deregistration/registration.

Deadline – January 5, 2026.

Note that, in accordance with item 14.1.24 of the Tax Code of Ukraine, large payers include legal entities or permanent representative offices of non-residents in Ukraine, in which the volume of income from all types of activities for the last four consecutive tax (reporting) quarters exceeds the equivalent of 50 million euros, or the total amount of taxes, fees, payments paid to the State Budget of Ukraine for the same period exceeds the equivalent of 1.5 million euros.

The Cabinet of Ministers of Ukraine has updated the rules for the operation of the Unified State Electronic System of Permit Documents. Draft resolution of the CMU “On Amendments to the Resolutions of the Cabinet of Ministers of Ukraine No. 314 of March 18, 2022 and No. 795 of July 5, 2024” has been published on the website of the Ministry of Economy.

The document was developed to bring Resolution of the Cabinet of Ministers of Ukraine No. 795 of July 5, 2024 "On the implementation of the first stage of the pilot project on the introduction of the Unified State Electronic System of Permit Documents" (hereinafter - ePermit) into line with Law of Ukraine No. 4017-IХ of October 10,2024.

Law No. 4017 amended a number of legislative acts, in particular the Law of Ukraine "On Licensing of Types of Economic Activities" (hereinafter - the Law on Licensing) in terms of terminology and licensing procedures.

These changes require appropriate adjustments to the procedures in ePermit .

The draft resolution provides for:

  • unification of terminology, processes and procedures related to license termination; leaving applications without consideration/without action; refusal to issue a license; closing proceedings; appealing decisions, actions or inaction of the licensing authority;
  • determining the procedure for terminating consideration of an application for a license or for expanding the type of economic activity;
  • expanding the functionality of the ePermit, which will ensure electronic interaction between all ePermit participants and the necessary electronic systems/registers of state bodies in order to simplify the provision of services by business entities;
  • transferring business activities from veterinary practice from declaration to licensing, which will comply with the recommendations of the World Organization for Animal Health.

Therefore, the draft resolution provides for interaction with:

  • single information database on internally displaced persons – to confirm the status of an individual entrepreneur applying for a license for educational activities at the level of preschool education;
  • license register for the production of medicinal products, wholesale and retail trade in medicinal products, import of medicinal products (except active pharmaceutical ingredients) - for automatic verification of the presence of a license for the activity of trafficking in narcotic drugs, psychotropic substances and precursors;
  • electronic health care system for the purpose of exchanging information on obtained licenses;
  • electronic information system for recording grown cannabis plants for medical purposes, movement of such plants, products of their processing, cannabis plant substance, and medicinal products produced (manufactured) from them
  • funds at all stages of circulation in order to exchange information on obtained licenses.
