The Ministry of Finance of Ukraine has introduced an analytical tool called a dashboard to enable operational analysis of the financial resources of local budgets and to make them even more transparent. Now, thanks to the dashboard, community representatives, public experts, and other interested parties will be able to quickly and conveniently access up-to-date information.
The dashboard covers current information on the financial resources of local budgets: local budget revenues, inter-budgetary transfers, balances of funds in the accounts of the general fund of local budgets, balances of development budget funds, etc.
The information is published based on data from the information and analytical system for managing the planning and execution of local budgets "LOGICA", which will be regularly updated.
The dashboard contains the following indicators:
- revenues (general and special funds);
- inter-budgetary transfers (general and special funds);
- balances of funds in local budget accounts (general fund and development budget);
- share of intergovernmental transfers in the total volume of local budgets;
- share of national taxes and fees and local taxes and fees in local budget revenues.
The dashboard "Operational information on the financial resources of local budgets" allows to track information both across the country as a whole, and by regional, district budgets, budgets of rural, settlement and urban territorial communities.
The Cabinet of Ministers of Ukraine has improved the procedure for military registration of men who have reached the age of 25 and women who have received education in a medical or pharmaceutical specialty.
Corresponding amendments have been made to the Regulation on territorial staffing and social support centers, approved by Government Resolution No. 154 of February 23, 2022.
From now on, men who have reached the age of 25 will no longer need to appear at the TSSSC to change their status from conscript to conscript. This will happen automatically.
Within 30 days, the TSSSC will independently make changes to the Unified State Register, change the status and simultaneously assign such men the primary rank of "reserve soldier (sailor)."
In addition, educational institutions will submit lists of women with medical or pharmaceutical specialties to the TSSSC within 7 days after graduation. Previously, this was done 2 months before graduation, when the composition of graduates could still change.
To simplify registration, lists will be sent to the TSSSC according to the woman's declared/registered place of residence, rather than the location of the educational institution.
Based on such lists, the TSSSC will enter information about women into the Unified State Register of Conscripts, Military Conscripts, and Reservists. Women no longer need to obtain a temporary military conscript certificate.
To determine suitability for military service, a woman will have 60 days after graduation to arrive at the TSSSC.
The Cabinet of Ministers of Ukraine has registered with the Verkhovna Rada of Ukraine the draft Law "On Amendments to Certain Laws of Ukraine Regarding the Use of Benefits Provided to Disabled Drivers" (Registration No. 13575 ).
The draft law aims to regulate the right of drivers with disabilities or drivers transporting persons with disabilities to enjoy all the benefits provided to drivers with disabilities only if such vehicles have a "Disabled Driver " identification sign installed on them, along with information about the presence of a disability in the form of a unique electronic identifier (QR code) attached to the sign.
The draft law proposes to provide for the following:
- disabled drivers or drivers who transport disabled persons, including vehicles owned by enterprises, institutions, organizations engaged in social protection activities, and public associations of disabled persons, enjoy all the benefits provided to disabled drivers, if the identification sign "Disabled Driver" is installed on such vehicles;
- when stopping, parking, or parking a vehicle, the "Disabled Driver" identification sign is placed together with information about the presence of a disability in the form of a unique electronic identifier (QR code);
- Drivers who drive vehicles with a "Disabled Driver" identification sign must carry documents with them (and, upon request by a police officer, present them in paper or electronic form) confirming the disability of the driver or one of the passengers.
The Cabinet of Ministers of Ukraine has allowed manufacturers of drones and electronic warfare equipment to include loan costs in the price of contracts. Domestic manufacturers of unmanned systems and electronic warfare equipment have been granted the right to include loan servicing costs in the price of government contracts. The relevant decision was adopted by the Cabinet of Ministers of Ukraine at the initiative of the Ministry of Defense.
Under the new rules, when determining the price of a contract, contractors may include fees and interest on loans or credits, but not more than 10% of the cost of goods, services, and works. Contractors must also justify the inclusion of these costs.
This decision should stimulate the increase in production and minimize the risks of disruption of arms supplies to the Armed Forces of Ukraine. In addition, the innovation takes into account the specifics of the defense industry: the long production cycle of drones and electronic warfare equipment requires that state contract executors attract credit funds.
Changes were made to the Procedure for the procurement of unmanned systems, tactical-level electronic warfare equipment of domestic production and their components, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1275 of November 11, 2022.
The Ministry of Finance of Ukraine, by Order No. 355 of July 16, 2025, amended the Instructions on business trips within Ukraine and abroad. The Instructions apply only to employees of the budget sector, but can be used as a guideline in the private sector as well.
Thus, Sections II and III of the Instruction now separately regulate the procedure for sending remote workers and homeworkers on business trips.
If an employee who works remotely (including to the employer's office) is sent on a business trip, the travel route — that is, the departure point and return point — is agreed with the employer and specified in the business trip order.
The employee is obliged to report their location in any convenient way, including using information and communication technologies (ICT). This complies with the norm of Article 60-2 of the Labor Code.
In the case of business trips, it is important to agree on a route, as a remote worker can work from any location. That is why the starting and returning point can change and should be documented.
Work from home is regulated by Article 60-1 of the Labor Code. The workplace in this case is fixed (usually the place of residence) and cannot be changed without the consent of the employer.
Business trips for those who work from home are simpler to arrange - they always leave and return to their workplace address (home address). This address is already known to the employer and is specified in the employment contract.
It is also worth considering the specifics of sending remote and home-based workers on business trips must be stipulated in the employment contract.
Order No. 355 comes into force from the moment of official publication.
The Cabinet of Ministers of Ukraine approved the draft Law of Ukraine "On Amendments to the Law of Ukraine "On Accounting and Financial Reporting in Ukraine" regarding the introduction of sustainable development reporting."
The draft law aims to harmonize national legislation in the field of accounting and financial reporting with the requirements of European legislation.
The draft Law proposes to amend the Law of Ukraine "On Accounting and Financial Reporting in Ukraine", which provides for:
- introduction of the preparation, submission and publication of sustainable development reporting in Ukraine;
- update of the criteria for determining the category of enterprises and groups;
- regulation of the issue of accounting by state unitary enterprises, business companies, in whose authorized capital more than 50% of the shares belong to the state, according to international financial reporting standards, as well as the preparation and submission of a management report by them.
The Cabinet of Ministers of Ukraine has streamlined and detailed certain procedures for military registration and conscription of citizens for military service during mobilization.
The Government approved the innovation by the resolution "On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine Regarding Certain Issues of Military Registration and Conscription of Citizens During Mobilization."
In particular, the adopted document establishes:
- automatic registration of women with medical education for military service without their personal presence;
- sending summonses by registered mail with a description of the attachment and notification of delivery to the residential address;
- assignment of the military rank of "reserve soldier (sailor)" simultaneously with the acceptance into military registration of persons who have reached the age of 25 and have not undergone military service or basic combined arms training, without their call-up to the TSSSC;
- formation of name lists using the "Oberig" system to organize the dispatch of teams during military service.
The Cabinet of Ministers of Ukraine has approved a draft law that abolishes the mandatory use of seals in some areas. The decision, developed by the Ministry of Economy as part of the deregulation reform, finalizes the transition to voluntary use of seals, which began in 2014.
The President of Ukraine signed Law of Ukraine "On Factoring" No. 4466-IX of June 3, 2025, which improves the regulation of factoring services in Ukraine and brings them closer to international standards.
The law provides for the improvement of the regulation of factoring in Ukraine and certain provisions of the current laws of Ukraine relating to the provision of factoring services.
The provisions of the Law are aimed at:
- implementation into the legislation of Ukraine of the provisions of the Model Law of the International Institute for the Unification of Private Law on Factoring, which will bring Ukrainian factoring closer to the best international counterparts;
- introduction of state registration of assignment of claims, which will reduce the risk of fraud during factoring activities and promote transparency in the factoring market;
- determining the subject and content of the factoring agreement;
- determining the priority of assignment of the right to a monetary claim;
- delimitation of regulation of trade factoring and financial debt operations. At the same time, the activities of companies providing services for the assignment of claims under consumer credit agreements will be carried out within the framework of a financial company license.
Such a license provides for the right to provide funds on credit and will be incompatible with the provision of trade factoring services.
Within the framework of the implementation of open banking, the National Bank of Ukraine, by its resolution № 82 of July 25, 2025, approved the regulation “On approval of the Regulation on the use of electronic trust services when payment service providers obtain access to the accounts of payment service users” (hereinafter – the Regulation).
Its requirements apply to payment service providers initiating a payment transaction, payment service providers providing account information, payment service providers servicing an account (hereinafter – payment service providers), qualified electronic trust service providers, as well as the National Bank.
The regulation, in particular, defines:
- the procedure for generating, revoking, blocking and renewing qualified public key certificates used in open banking by payment service providers for account servicing to verify the authorization of the activities of payment service providers for providing account information, payment service providers for initiating payment transactions before granting them access to the accounts of payment service users;
- the requirements for qualified public key certificates used in open banking.
This will help ensure an appropriate level of security during the secure exchange of information between third-party payment service providers and payment service providers servicing the account within open banking in accordance with the requirements of the Law of Ukraine "On Payment Services".
