“De Visu” Group representatives taken part in the forum “Tax Reform. Focus is the system of electronic VAT administration: implications for business and alternative”.
People's Deputies, government, business as well as public figures joined the event.
As known, the system of electronic VAT administration is implemented in Ukraine from 1 January 2015 that provides for the cash security of value-added tax to overcome the tax evasion schemes.
Nelya Privalova, the Director of Department of the methodological work on the tax issues of the SFS of Ukraine pointed out that the VAT administration would contribute to overcoming of the “tax pits” and to avoidance of opaque schemes of doing business.
The same point of view was stated by Denis Fudashkin, the Deputy Finance Minister of Ukraine: “The Ministry of Finance is open to discuss the details of the legislation, its improvement, making amendments and suggests establishing a working group on discussion of fundamental issues, but stands for the implementing of the electronic administration system in statutory deadlines ",- he said.
People's Deputies, experts, public and business figures had contrary opinions on the system of electronic VAT administration.
For example, Oksana Prodan, the people's deputy of VII convocation promised to do all possible for abolishing that reform by the new Parliament. Oleksandr Kirsch, the candidate for people's deputy of VIII convocation stated the same.
Olga Bogdanova, the Vice-Chairman of Tax Matters Committee at the Chamber of Commerce and Industry of Ukraine, the expert of reanimation reform package directed attention in her speech to the fact that there was little time before the New Year - the term when the system of e-governance would be in operation. But there are still no any explanations for business about its practical application.
She believes that it would be useful to test this system first on certain companies, to see how it works.
The forum participants, the business representatives had the vast majority, agreed that the implementation of the electronic administration system would be extremely negative for business environment. However, the business representatives share the view of the executive branch regarding the necessity to use electronic administration, provided that its improvement and consideration with the public and business figures before the submitting such initiatives to the Verkhovna Rada of Ukraine.
Whereas, Oleksandr Boiko, the President of “De Visu” Group, emphasized the importance of such events, where both the business and the authorities could express their positions and give arguments of certain government actions. “Such events contribute the establishing of the dialog and the quest of total alternative choices that would allow the parties to agree and come to really effective solutions”, - Oleksandr Boiko noted.
