Changes in VAT reporting form

Errors correction in reporting is quite unpleasant and troublesome, especially when at the time of correction the reporting form has changed. This is what happened this year with VAT reporting: the value added tax return (hereinafter –VAT) together with the annexes has been amended twice, so, starting from March, taxpayers submit VAT returns in a double updated form. What exactly has changed is below.

Starting from the reporting period for March 2021, VAT payers submit reports in an updated form (as amended by Order of the Ministry of Finance No. 131 of March 1, 2021). It will be recalled that the VAT return was supplemented with new lines. In particular, there are additional lines to display transactions subject to VAT at a 14% rate.

In addition, the references to the annexes in the return was also amended. This is primarily due to the abolition of Annex D5, which deciphered tax liabilities according to counterparties. It has been merged with Annex D1, and now Annex D1 deciphers tax liabilities only on tax invoices and incremental adjustment calculations, which at the time of reporting have remained unregistered in the Unified Register of Tax Invoices. And the tax credit and its adjustments are still fully deciphered. As the old Annex D5 is no longer valid, the numbering of other (after Annex D4) Annexes has changed:

  • Annex D6 (calculation of the amount of VAT benefits) became Annex D5;
  • Annex D7 (distribution of VAT under paragraph 199.1 of the Tax Code) – Annex D6;
  • Annex D8 (complaint against the supplier) – Annex D7;
  • Annex DS9 (for agricultural producers) – Annex DS8.

The adjustment calculation of value added tax liabilities was amended in connection with the correction of self-identified errors (hereinafter the adjustment calculation). With its help, payers correct self-identified errors in the previously submitted VAT return. It is submitted in the form established on the date of its submission.
