The Cabinet of Ministers of Ukraine by resolution № 763 of 17.10.2013 approved the Procedure for calculating and applying of the market range of prices and profitability for transfer pricing purposes. The document, in particular, provides that for determining of the market price range use a sample of prices of comparable transactions, ordered in ascending order. To each value of the sample, starting from a minimum, is given a serial number. In the sample is not included price-controlled operation.
The Cabinet of Ministers of Ukraine by resolution № 766 of 09.10.2013 has established:
- maximum amount of issuance of financial treasury bills to repay the actual budget debt of holders (recipients) of budget funds to be restructuring in the amount of 3,599,214.2 thousand UAH;
- maximum amount of issuance of financial treasury bills for financial compensation from the budget of VAT amounts generated by the results of the inventory by Ministry of revenues and duties of claimed for the recovery of VAT amounts and calculation of forecast indicators of the tax amount on tax declarations, which will be presented to the November 1, 2013, in the amount of 12,026,500 thousand UAH.
The Cabinet of Ministers of Ukraine by resolution № 767 of 07.08.2013 approved the Procedure for classifying of food products to the category of foods for special dietary consumption, functional foods and dietary additives and their state registration. Procedure, in particular, is envisaged that the state registration of special foods carried out by the Ministry of Health under the condition of their assignment to the category of special foods, in accordance with the requirements of this document at the period, not exceeding the term of the conclusion of the state sanitary-epidemiological expertise, which is issued not less than five years, with the inclusion of information about such products in the State Register of food products for special dietary consumption, functional food products and dietary supplements.
The Cabinet of Ministers of Ukraine by resolution № 735 of 02.10.2013 amended the Procedure on penalties imposing for offenses in the field of urban development activities. Document defines the procedure for imposing of penalties for offenses in the sphere of urban development activities stipulated by the Law “On the responsibility for offenses in the field of urban development activities”.
The Ministry of Revenues and Duties of Ukraine by the letter № 22232/7/99-99-24-01-10-17 “On the customs clearance of wood packaging material” of 25.10.2013 noted that in carrying out at checkpoints across state border of Ukraine of customs control and the customs clearance of goods, which are accompanied by wood packaging material must be guided by paragraph 9 of the Procedure on the preliminary documentary control at checkpoints across the state border of Ukraine.
The Ministry of Revenues and Duties of Ukraine by the letter № 22250/7/99-99-15-04-01-17 “On the witnessing of certificates” of 25.10.2013 recalled that by the decision № 685 of the Cabinet of Ministers of 18.09.2013 approved the form of the certificate of environmental tax payment for the scrappage of decommissioned motor vehicles and form of the certificate of exemption from the environmental tax for the scrappage of decommissioned vehicles. According to paragraph 2 of the resolution before the issue of certificates for payment of environmental tax for the vehicles and on the exemption from the environmental tax for the vehicles as strict reporting forms, in particular, the revenues and duties authorities at import of vehicles into the customs territory of Ukraine issued the above certificates on samples approved by that resolution.
The Ministry of Energy and Coal Industry of Ukraine by the order № 702 of 01.10.2013 has approved the Regulations on labor protection in enterprises for the production of plastic products which apply to the entities regardless of ownership and organizational-legal forms, engaging in the production of plastic products. These Regulations prescribe the requirements for labor protection and safety in production of plastic products.
The Ministry of Education and Science of Ukraine by the order № 1355 of 02.10.2013 approved a List of issues for the implementation of the planned activities of state supervision (control) on the use of intellectual property rights. Thus, in particular in implementing of planned activities of state supervision (control) on the use of intellectual property rights examined a number of documents required by the Order.
The National Commission for the State Regulation of Communications and Informatization by the decision № 625 of 09.24.2013 approved the Procedure for tenders and tendering on licenses obtaining for the use of radio frequency resource of Ukraine. Document defines the procedure for the preparation and holding of tenders for licenses obtaining for use the radio frequency resource of Ukraine in the case if declared the need for radio-frequency resource exceeds its actual presence.
The Individual Deposit Guarantee Fund by the decision № 29 of 23.09.2013 amended the Regulations on the Procedure for the register of members of the Individual Deposit Guarantee Fund maintenance, which applies to all banks in Ukraine, except for public joint stock company “State Savings Bank of Ukraine” (before the adoption of the law on the participation of such Bank in the Fund) and remedial bank created before the entry into force of the Law “On the system of guaranteeing deposits of individuals”.
