Business entities (including foreign business entities operating through their registered permanent representative offices) receive licenses for wholesale trade in fuel for each place of wholesale trade, and in the absence of such places – one license for wholesale trade in fuel for the location of the business entity (including a foreign business entity operating through its registered representative office) or the location of the representative office. Licenses for wholesale trade in fuel are issued for a period of five years. Payment for a license for wholesale trade in fuel in the absence of places of wholesale trade in fuel is made to the local budget at the place of registration of the business entity.
