CABINET OF MINISTERS OF UKRAINE by the resolution from 15.08.2012 №841 approved “The Procedure of recognition the risks in agriculture as catastrophic and provision and use budgetary loans (government financial assistance) if necessary”. It is envisaged that technogenic and natural force majeure, caused by nature and human activity in the process of wealth creation (accidents, fires), are the criteria to recognize the risks as catastrophic.
CABINET OF MINISTERS OF UKRAINE by the resolution from 15.08.2012, №813 approved “The procedure and conditions for granting state support for agricultural insurance by easing premiums. It is determined that the public support should be given in the form of compensation to 50% of the insurance premium if: the commodity is not in liquidation, the bankruptcy case is not violated against him, there is no overdue for more than 6 months due to the government. Winter wheat during winter went to the list of crops and types of insurance risks (products), for which in 2012 there will be provided compensation for the costs of insurance premiums.
MINISTRY OF REGIONAL DEVELOPMENT, CONSTRUCTION AND HOUSING OF UKRAINE by the order from 30.07.2012, № 390 approved the 'Procedure for making available for consumers information about the list of utilities, the structure of prices/tariffs, changing of prices/tariffs with explanation of its necessity and justification of incorporation respective positions of local communities.'
MINISTRY OF ECONOMIC DEVELOPMENT AND TRADE OF UKRAINE by the letter from 27.08.2012, №3302-04/32330-12 “On amendments to the Law of Ukraine “On Public Procurement” indicated the following: procedures of procurement of goods, works and services, started before the enactment by the Law from 04.07.2012, № 5044-VI, completed in accordance with the procedures which were before the enactment by this Act; if the customer is a company within the meaning of the Law 'On public procurement' and buys goods and services not from public funds as defined in paragraph 4, Part 1, Article 1 of the Law, for such action procurement Act does not apply.
STATE TAX SERVICE OF UKRAINE by the letter from 20.08.2012, № 1088/0/71-12/15-5217 «On documenting of vodka and liquors transportation' said the following: transportation of vodka and liquors shipped from excise of the enterprise, which produces vodka and liquors, without consignment notes with a mark representative of STS at excise part is prohibited. Ministry of agriculture approved technical description of lading for the movement of ethanol, high-oxygen impurities and alcohol of new model.
STATE TAX SERVICE OF UKRAINE by the letter from 17.08.2012, № 1040/0/71-12/17-1117 «On the exemption from income tax the amount of state support for the construction or purchase of affordable housing,' recalls the fact that in Ukraine there are two budget programs for affordable housing within which government support is implemented in the form of payment from public funds for 30% of the cost of housing, or as to reduce the cost of mortgage loans through reimbursement of interest on loans received by citizens. This indicated public support is not included to the total monthly (annual) taxable income of the taxpayer.
NATIONAL BANK OF UKRAINE by the letter from 10.09.2012, № 28-311/4414-8789 «On compliance with resolution № 597' reported that to purchase services, works, intellectual property rights from non-resident, if the total value of the contract exceeds 100 thousand euros, a resident needs to get pricing examination certificate, issued by STATEEXTERINFO and certifies compliance with the contract price for the services of market conditions and, therefore, on general grounds should be taken into account by banks, determining the legality of paying non-resident services for international contracts, worth over 100 thousand euros.
NATIONAL BANK OF UKRAINE by the letter from 10.09.2012, № 11-320/3355 provided explanations for forwarding questionable foreign banknotes for research. Specifically, these banknotes of bank (branch office, department) must be sent to the address of the Central storage: 02660, Kyiv, Puhivska 7-A str. (after proper packing); before sending to investigate suspicious as for the authenticity of foreign banknotes to make appropriate description. In addition, the NBU requires banks in their efforts to comply with the Regulations on cash transactions by banks in Ukraine, approved by the NBU from 01.06.2011 № 174.
SOCIAL INSURANCE FUND OF TEMPORARY DISABILITY by resolution from 31.07.2012, № 43 has changed the 'Procedure for obtaining by insured persons and their families spa treatment that is paid by the Social insurance fund of temporary disability, approved by the Board from 25.02.2009, № 12'.
ADMINISTRATIVE COUNCIL FUND OF PHYSICAL ENTITY’S DEPOSIT GUARANTEE from 21.08.2012, № 27 'About the increasing size of funds on deposit' increased the amount of reimbursement of deposits, including percent, at the expense of the Fund deposit guarantee of physical entities till 200 thousand UAH. Scope of this decision is actual for banks, which are under liquidation at the date of this decision-making.
