The Cabinet of Ministers of Ukraine, by Resolution № 812 of Jun 10, 2026, updated the Procedure for organizing and maintaining military records of conscripts, persons liable for military service, and reservists.
The main direction of changes is a gradual transition from paper-based interaction with the territorial center of recruitment and social support, and to an electronic model through the Diia Portal, the electronic personal accounting cabinet and the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists.
It's not just about the technical update of individual forms. In fact, Procedure No. 1487 is supplemented with the rules of electronic reconciliation, electronic submission of notifications about changes in credentials, automated updating of information about the place of work and obtaining up-to-date information from the Register.
The President of Ukraine signed Law No. 4888-IX (draft law No. 11520) "On Public Procurement", which provides for a comprehensive update of the public procurement system, taking into account European standards and requirements for integration into the European Union.
The law harmonizes the public procurement system with EU directives and introduces new tools. The document simplifies the attraction of international investment and will support domestic enterprises, in particular those created by war veterans.
This document No. 4888-IX significantly expands the opportunities for Ukrainian companies, especially SMEs, to participate in procurement and removes outdated bureaucracy.
The regulatory legal act clearly regulates the mechanism for dividing large purchases into lots. This will not allow large players to pick up all orders and will open the doors for small regional companies to participate in large-scale tenders.
For the first time, businesses will be able to submit options for their solutions (if it is provided by the customer). That is, if you have a technologically better or more profitable alternative, you will be able to offer it in a tender.
The updated rules for the use of framework agreements and dynamic procurement systems will allow companies to plan their work in advance, supplying standardized goods without constantly collecting packages of documents from scratch.
Relationships with subcontractors and co-contractors are now clearly regulated at the level of the law. This makes working in large projects safe and legally protected for each participant in the chain.
The Law is aimed at implementing Directive 2014/24/EU. Public procurement is part of the first, basic cluster of negotiations on Ukraine's accession to the European Union.
The President of Ukraine signed Law of Ukraine No. 4887-IX, which regulates the issue of financial incentives for local government officials involved in the implementation of international programs, grants and technical assistance projects. The document was officially published in the newspaper "Voice of Ukraine" on Jun 23, 2026.
The Law creates legal mechanisms for the official financing of additional work of local self-government employees who ensure the implementation of international projects, which should contribute to attracting investment and the development of territorial communities.
The document amends the laws of Ukraine "On Remuneration" and "On Service in Local Self-Government Bodies".
Main innovations:
- payments at the expense of international grants, technical assistance programs and international territorial cooperation are officially classified as other incentive and compensation payments;
- local government officials may be charged an additional payment for the additional workload during the implementation of international projects;
- the amount of such additional payments will be determined by the budget of the relevant international project or program;
- the remuneration fund for employees of local councils can be formed not only at the expense of the local budget, but also at the expense of grants, international technical assistance, budget support from the European Union, international organizations and foreign states.
The Law introduces a mechanism for verifying international donors to minimize the risks of funding from aggressor states.
It is envisaged that:
- the subject of registration of the international technical assistance project notifies the Ministry of Communities and Territories Development about projects that provide for additional payments to officials;
- the Ministry of Development checks the absence of the donor's ties with the Russian Federation or state sponsors of terrorism within 30 calendar days;
- if no objections are received during this period, the principle of tacit consent shall apply;
- donors included in the list approved by the Cabinet of Ministers are considered to be approved automatically.
The main provisions of the Law will enter into force on September 23, 2026, i.e. three months after its official publication.
The National Bank of Ukraine, by Resolution № 69 of Jun 24, 2026, which entered into force on 26 June 2026, updated the requirements for authorization of providers of financial services and financial payment (limited payment) services.
The amendments, in particular, provide:
- updating the procedure for assessing the financial / property status of participants / shareholders of a financial company / pawnshop who have made additional contributions to the authorized capital in the amount of up to one percent;
- requirements for the development of activity plans for 2027−2029 for pawnshops that have the right to carry out activities in foreign exchange valuables and submission of these plans to the NBU by Dec 31, 2026;
- expansion of requirements for an investor – an individual from whom a financial institution has the right to raise funds on the terms of subordinated debt;
- establishing new signs of an impeccable business reputation of a person due to the presence of influence on sanctioned legal entities and resident companies of the aggressor state;
- clarification of the procedure for changing the scope of the license for the provision of financial services and its revocation;
- introduction of a restriction on the performance of the duties of a key person of an insurer / provider of financial payment services / a united and significant credit union for no more than six consecutive months;
- clarification of authorization conditions in accordance with the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine on the Development of Financial Inclusion in Ukraine", etc.
