February 3 – 7, 2025. List of goods, transactions for the free transfer of which are temporarily exempt from excise duty and VAT, has been approved

The Cabinet of Ministers of Ukraine approved the Concept of the State Targeted Economic Program for the Development of Livestock Breeding for the Period Until 2033. Corresponding resolution No. 76-р was adopted at a regular meeting. The document was developed by the Ministry of Agrarian Policy.

The approved Concept serves as the basis for the development of the State Target Program for the Development of Livestock, a list of effective measures designed to promote the development of livestock industries.

The development of livestock farming is one of the main priorities for the development of the agricultural sector. It will also help balance crop production.

According to the Concept, the State Targeted Economic Program for the Development of Livestock Breeding will ensure:

  • meeting the needs of the domestic market for safe and high-quality food products of animal origin;
  • creation of a progressive form of entrepreneurial activity, in particular, farming, which will ensure further integration into the infrastructure of the agricultural market (increasing the share of livestock production from farms in the category of enterprises to 10%);
  • creation of organizational and economic conditions for motivated development of the livestock industry. In particular, a combination of state regulatory mechanisms (development of a state target economic program, regional programs for the development and support of commodity producers) and market mechanisms. This will stimulate the development of livestock product processing capacities (increasing the volume of dairy raw materials for industrial processing to 6 million tons);
  • stabilization and increase in the livestock population. Also, implementation of measures to preserve local, aboriginal breeds of farm animals and improve the genetics of highly productive global (transborder) breeds through selection (providing the livestock industry with breeding (genetic) resources of Ukrainian origin: cattle - up to 50%, pigs - up to 50%, horses - up to 70%, sheep - up to 80%, goats - up to 50%, poultry - up to 50%, bees - up to 100%);
  • creation of a stable veterinary and sanitary condition, biological, infectious and invasive safety of livestock facilities and prevention of negative environmental consequences of the production activities of livestock enterprises regarding the handling of animal by-products not intended for human consumption;
  • promoting the export of livestock food products and opening new markets.

The Concept also provides for support for small and medium-sized producers, stimulation of the consolidation and development on a cooperative basis of farms and private farms, which can be the basis for artisanal activities related to processing and organic production of products using direct product sales channels.

The introduction of modern technologies will contribute to the reduction of environmental pollution and adherence to the principles of sustainable development and environmental safety, focused on preserving natural resources for future generations.

Attention is paid to improving approaches to the application of farm animal welfare standards and sustainable livestock management.

The Cabinet of Ministers of Ukraine by Resolution No. 411 of April 25, 2018 "Some Issues of the Electronic Health System" approved changes that will allow the electronic health system (EHS) to inform patients through alternative channels.

Messages from the EHS with a confirmation code, e-prescription number, or e-referral will soon also be sent to Diia or Viber as an alternative to SMS messages.

Currently, specialists from the State Enterprise "Electronic Health" and the National Health Service of Ukraine are conducting internal testing of sending push notifications from the EHS.

Messages that will be sent through the Diia and Viber applications

  • E-prescription number and closing code
  • E-referral code for medical professionals
  • SMS confirmations, such as confirming permission to access data, creating a treatment plan, etc.

New informing process

1. Notification via Diia

If the patient has the Diia app, the notification from the EHS will be sent here first. If the message is not delivered, it will be sent to Viber .

2. Notifications via Viber

If you have a messenger, the message will be sent to Viber to the phone number at which the patient is registered with the Unified Health System.

3. SMS notifications

If the patient does not have the DiIa or Viber mobile app, the notification about the digital service will still be sent via SMS to the patient's mobile number.

Push notifications from the EHS to Diia and Viber will be available soon. This process will be automatic and will speed up the delivery of notifications in the most convenient way for the patient. It will also avoid failures in sending SMS related to the work of the mobile operator.

As before, patients who do not have a phone and are registered in the Unified Health System with scanned copies of documents will receive an information certificate. Such an information certificate contains all the information necessary, for example, to close an e-prescription or receive medical services by e-referral.

For children and incapacitated patients, the process will also not change - the notification will, as always, be sent to one of the parents or legal representative through an available information channel.

The Cabinet of Ministers of Ukraine, by its Resolution No. 118 of February 4, 2025, approved the list of goods, transactions for the free transfer of which are temporarily exempt from excise tax and value added tax (hereinafter – VAT).

In particular, a specific list of goods (vehicles with an indication of their make, model, type, year of manufacture and engine displacement) has been approved, the free transfer of which is exempt from excise tax and VAT, which are

  • confiscated property,
  • property recognized as ownerless,
  • property that has not been claimed by the owner by the end of the storage period (including property defined in Article 184 of the Customs Code of Ukraine), which, by right of inheritance or on other legal grounds, passes into the ownership of the state (at the disposal of the Armed Forces of Ukraine and other military formations formed in accordance with the laws of Ukraine, other entities that participated in the implementation of measures to ensure national security and defense, repel and deter armed aggression of the Russian Federation in the Donetsk and Luhansk regions, for the period from the beginning of the anti-terrorist operation and/or measures to ensure the conduct of the Joint Forces operation).

The Cabinet of Ministers of Ukraine has updated the list of goods and services exempt from taxation and expanded opportunities for providing charitable assistance.

The relevant changes were prepared by the Ministry of Social Policy with the participation of volunteers. They are primarily aimed at strengthening the capabilities of civil society organizations to support the Defense Forces of Ukraine, combatants, and internally displaced persons.

The new version of Resolution of the Cabinet of Ministers of Ukraine No. 112 of February 22, 2014 “On Approval of the List of Means, Goods (Works, Services), the Amount (Value) of Charitable Assistance for Purchase or in the Form of which is not Included in the Taxable Income of Individual Income Tax Payers” allows vehicles delivered by volunteers to be imported into Ukraine without taxation.

The list itself has been reduced from 500 to 133 items. At the same time, it contains dozens of new items necessary for defenders, as well as internally displaced persons. In particular, unmanned systems, electronic warfare and electronic warfare equipment, their components, and tactical medical equipment.

The updated resolution also provides for a new position "Medical Services" and "Educational and Scientific Services". This means that combatants, military personnel, veterans, and IDPs will have additional opportunities to use medical and educational services, which are covered by funds paid by philanthropists on special (preferential) terms.

The Cabinet of Ministers of Ukraine has approved the procedure for continuous payments of monetary compensation for the cost of a baby box. According to the Resolution of the CMU, developed by the Ministry of Social Policy, parents can continue to receive one-time payments instead of in-kind assistance.

It is possible to spend the funds in 12.5 thousand retail establishments that are included in the register of participants in the project "Monetization of one-time in-kind assistance "Baby Package".

Previously, payments were made only through special accounts in PrivatBank. Now parents will have the opportunity to choose any of the authorized banks that will participate in the program. Our agency will establish interaction with other banks in the coming months to further conclude agreements on ensuring payments. The list of these institutions will be regularly updated by the State Service of Ukraine for Children.

Also the natural aid "Baby Package" is available for parents and newborns. It contains over 50 high-quality baby items.

The amount of the lump sum payment is three subsistence minimums for children under six years of age, established by law on the date of the child's birth. In 2025, the cost of compensation is UAH 7,689.
